The EPA requires SPCC Plans on any facility with a capacity of 1,320 gallons or more. SPCC Plans stay valid for a term of 5 years. Sco-Jo Environmental prides itself on being the leader in Spill Prevention, Control, and countermeasure (SPCC) Plans. We work hand in hand with the EPA to provide the most up-to-date and thorough plans available.
The Environmental Protection Agency’s Oil Pollution Prevention Rule became effective on January 10, 1974. Find the regulation at 40 CFR Part 112.
Facilities subject to the rule must prepare and implement a plan to prevent any discharge of oil into or upon navigable waters of the United States or adjoining shorelines.
The Plan is called a Spill Prevention, Control, and Countermeasure (SPCC) Plan.
Spills of hazardous materials, hazardous waste, or petroleum products can have negative impacts on public health and the environment.
Our SPCC Plans help to prepare and organize employees to handle small spills, drips, and leaks occurring during normal, daily operations, as well as more catastrophic spills.

SPCC Plan Implementation
Although many in the industry believe that having an SPCC Plan established satisfies the EPA requirements, this is not truly the case. In order to stay within compliance regulations with the EPA, you must implement the SPCC plan. Implementation includes yearly inspections and performing the required SPCC training for all oil-handling employees and contract pumpers.
Additionally, the state requires, before March 1st of each year, that companies satisfy and submit the Tier II state form. In some circumstances, we have observed EPA agents requesting Tier II reports during an EPA audit. This is a vital element in plan implementation. Sco-Jo Environmental not only prepares plans, but we also help our clients implement their plans in order to maintain their compliant status. In the event that plans are not implemented, and an EPA audit ensues, not only will fines be enacted, but a plan implementation deadline will be set, thus ensuring compliance. Prevent this costly alternative with a proactively prepared certified SPCC plan and implementation from Sco-Jo Environmental.
