THE RULE
The Environmental Protection Agency’s Oil Pollution Prevention Rule became effective on January 10, 1974. Find the regulation at 40 CFR Part 112.
Facilities subject to the rule must prepare and implement a plan to prevent any discharge of oil into or upon navigable waters of the United States or adjoining shorelines.
The Plan is called a Spill Prevention, Control, and Countermeasure (SPCC) Plan.

SPCC Plan Implementation
Although many in the industry believe that having an SPCC Plan established satisfies the EPA requirements, this is not truly the case.
